The Texas Facilities Commission performs its mission under board oversight. The Commission consists of seven members appointed by State Leadership. The Governor appoints three members. Two additional appointments by the Governor come from a list of nominees submitted by the Speaker of the House of Representatives. Two members are appointed by the Lieutenant Governor. Commissioners are community, civic, and business leaders from around the State.
The Commission meets about nine times a year and directs the agency policy's in a public process under the Texas Open Meetings Act.
The Executive Director manages the day-to-day business of this agency who employs agency staff to fulfill the duties and responsibilities assigned by law or delegated to him by the Commission.

Brian A. Bailey of Austin has served on the Texas Facilities Commission since May 2019. He is a member of the Greater Austin Crime Commission and The University of Texas Chancellor’s Council Executive Committee. Bailey received a Bachelor of Business Administration in Finance from The University of Texas at Austin and a Master of Business Administration from the University of Houston.
Nominated by the Speaker of the Texas House of Representatives. Governor Greg Abbott approved the nomination and appointed C. Price Wagner to the Texas Facilities Commission.
C. Price Wagner of Dallas is a Senior Vice President of Lincoln Property Company. He is a member of the Salesmanship Club of Dallas. Wagner received a Bachelor of Science in economics from Texas A&M University and a Master of Business Administration from The University of Texas at Austin.
Governor Greg Abbott appointed Eddy Betancourt to the Texas Facilities Commission.
Eddy Betancourt of Mission is President of R&B General Construction Co Inc., Co-owner and President of National Tire and Wheel, LLC, and a General Retail Partner Manager for E2H Investments. He is a member of the McAllen Board of Realtors and the National Association of Realtors. Additionally, he is a member of the Hidalgo County Appraisal District Board of Directors and ENACTUS Advisory Board. Betancourt received a Bachelor of Business Administration in Marketing and International Business Studies from The University of Texas-Pan American.
Bob Wetmore of Austin is a former principal and founding partner of Cornerstone Architects LLP. He has served as a board member of the Texas Board of Architectural Examiners as well as the Capital Complex Master Plan Expert Review Panel. He has served on the boards of Court Appointed Special Advocates for Children (CASA) of Travis County, Austin Boys’ Choir, the Home Builders Association of Greater Austin, and as an architectural representative for the Custom Residential Architects Network. Additionally, he is a graduate of the Leadership Austin program and works with several advocacy organizations and volunteers throughout the city of Austin. Wetmore received a Bachelor of Science in Architecture from the College of Engineering at Texas Tech University.
Daniel (Danny) Signorelli, of The Woodlands, is the founder and CEO of The Signorelli Company, a privately held real estate development firm with divisions focused on land, commercial, multi-family, recreational, and single-family residential. He is a member of the Fort Bend County Economic Development Council, a general partner member of the Greater Houston Partnership, a member of the Greater East Montgomery County Council and a member of the Urban Land Institute. Interested in developing the next generation of business and community leaders, Danny serves as a mentor for students interested in business and real estate careers. Consistent with his company’s mission to develop and build the finest places where families can live, work, shop and play, he also engages in a variety of philanthropic and civic efforts focused on improving lives and communities. He is a graduate of Texas A&M University with a bachelor’s degree in agricultural economics and finance.
Robert H. Clay of Houston is the owner and president of Clay Development & Construction, Inc. He is a board of directors member and lifetime vice president of the Houston Livestock Show. Additionally, he is a board member of Christus Health and Uptown Texas Increment Reinvestment Zone #16, member of the Tejas Vaqueros, and former board member of Memorial Park Conservancy Building Implementation Committee, Strake Jesuit College Preparatory, and St. Agnes Academy. Clay received a Bachelor of Science in Political Science from Texas A&M University.
JJ Isbell is a fourth-generation Texan and the founder and president of Texas TransEastern, a privately held petroleum logistics firm based in Pasadena, Texas. He is a board member of the Pujols Family Foundation and the Texas Trucking Association, a former council member of the City of Pasadena, and a past chairman and president of Pasadena Livestock, Show & Rodeo, and the Deer Park Education Foundation.
