The Texas Facilities Commission (TFC) supports the State of Texas through strategic facilities planning, asset management, design, construction, operation, maintenance, leasing of state facilities, and the sale, reallocation, or disposal of state and federal surplus property. TFC serves state agencies, legislative members/staff, and the public that utilize the state facilities owned, managed, or leased by TFC, as well as managing the renovations and construction for other state agencies. TFC provides property management, repair, renovation, maintenance, custodial, grounds, and utility services for its building inventory. The agency maintains a 24-hour, 7-day-aweek operation to ensure continuity of operations of vital building systems. Also, TFC provides physical security for certain state-owned facilities utilizing automated physical security management systems, credentialing, and badging services, including properly vetting and conducting criminal background checks on TFC employees, contractors, applicants, and consultants for authorized access to State buildings. Finally, TFC manages commercial parking for special events and the University of Texas in Austin football games tailgating on TFC-controlled properties.

Commissioners

The Texas Facilities Commission performs its mission under board oversight.  The Commission consists of seven members appointed by State Leadership. The Governor appoints three members. Two additional appointments by the Governor come from a list of nominees submitted by the Speaker of the House of Representatives. Two members are appointed by the Lieutenant Governor. Commissioners are community, civic, and business leaders from around the State.

The Commission meets about nine times a year and directs the agency policies in a public process under the Texas Open Meetings Act.

TFC Commissioners named Mike Novak as Executive Director 11/08/2018.

Previously, Executive Director, Mike Novak, served as a TFC Commissioner from 2011 to 2018. Mr. Novak is the founder and CEO of Novak Group LLC, a premier construction management and energy solutions firm, and has more than 30 years of industry experience in construction management.

Prior to forming Novak Group, in 1980 Mike Novak founded Contemporary Constructors, Inc. an award-winning general contracting firm responsible for many San Antonio landmarks including the McNay Art Museum expansions, the original Majestic Theatre restoration, the SeaWorld Administrative Facilities, and the Trinity Baptist expansion. In the early 1990s, Mike Novak also formed CCI Telecom, Inc., which specializes in design-build services to high-tech telecommunications and air traffic control radar industries.

Mike Novak earned his bachelor’s degree in business administration from St. Mary's University in 1975. Throughout his business career, he has been active in public service and community affairs, holding elected and appointed positions including service as the presiding Tri-Chair of the San Antonio Military Transformation Task Force ("MTTF") since 2006. The MTTF is a City of San Antonio, Bexar County, and Greater San Antonio Chamber of Commerce initiative to share information, to assist the military in implementing base realignment and closures ("BRAC"), to address any impacts on the community, and to leverage BRAC to strengthen the economy and revitalize affected neighborhoods. Mike Novak has also served as a Bexar County Commissioner, the Chairman of the Greater San Antonio Chamber of Commerce, the Chairman of the Board of Morningside Ministries, a member of the Board of Governors of the Cancer Therapy Research Center, and the San Antonio Chapter President of the Associated General Contractors of America.
