What is Job Order Contracting?

Job Order Contracting (JOC) is an efficient and competitive procurement method. It is also known as an Indefinite Delivery, Indefinite Quantity (IDIQ) construction project delivery method. More simply stated, this means that one construction contract can be used at various times to complete one or multiple projects.

This procurement method saves time for the project owner and for contractors. Instead of preparing separate bid documents and trudging through the time-consuming process of putting every individual construction project out to bid, JOC allows project owners to complete many projects with one competitive-awarded contract. These contracts meet all State procurement requirements and offer established prices for construction tasks up front, giving project managers/owners more budget controls and reduced administrative overhead.

TFC has contracted with Gordian to administer the TFC JOC program. Under this program, all construction costs are preset and published in our Construction Task Catalog (CTC), a Unit Price Book of more than 275,000 construction tasks. Each task includes a detailed description, unit of measurement, and unit price. The CTC contains regionally developed direct costs for materials and labor. The CTC also includes technical specifications and general conditions that contain the specific language needed for the contract’s execution and to meet client expectations.

The Process
TFC invited contractors to bid using the CTC, establishing a pool of pre-qualified contractors with the catalog of costs for common tasks and materials. Proposals include an adjustment factor coefficient that accounts for the contractors’ overhead and profit that is determined per contractor. (Most coefficients/adjustments factors range between 1.0 and 1.2.)

TFC selects from the pool of awarded contractors and shares the scope of work and specifications. The contractor will submit a proposal using the CTC. A Gordian JOC expert may review the price proposals for accuracy and completeness. This review saves an average of 6% in hard construction costs for clients.

2024 JOC Contract Terms

Ten Contractors have been awarded contracts (“The Bench”).
Initial Term of 24 months, with option of three possible 12-month terms renewal.
Contracts are capped at $6,000,000 per contract for the initial term.

Accessibility, safety and code upgrades
Plumbing and piping
Fixed equipment
Paving and drainage
Interior and exterior renovations

Enclosures and structures
HVAC improvements
Security upgrades
Landscaping
Flooring and ceilings

Roofing
Window and door upgrades
Demolition and remediation
Foundation repair
Electrical and lighting

JOC Contracts are not allowed for:

A highway, road, street, bridge, utility, water supply project, water plant, wastewater plant, water and wastewater distribution or conveyance facility, wharf, dock, airport runway or taxiway, drainage project, or related type of project associated with civil engineering construction.
A building or structure that is incidental to a project that is primarily a civil engineering construction project.
New construction (ground up)

Hub Compliance Goals:

In accordance with Texas Gov’t Code 2161.252, the contracting agency has determined that subcontracting opportunities are probable under this contract. Therefore, all awarded Contractors must complete and submit a State of Texas HUB Subcontracting Plan for each Job Order.
